National Empowerment Fund (NEF)
The NEF is a development finance institution focused on Black Economic Empowerment. It provides financial and non-financial support to black-owned and managed businesses. The NEF’s mission is to drive inclusive growth by assisting black entrepreneurs across various sectors to start and grow successful enterprises. It operates under the dtic group and reinvests its returns into funding more businesses.
What NEF Offers:
Funding Products:
- iMbewu Fund: Provides seed finance, startup capital, and expansion capital to new and small black-owned enterprises. Typical funding ranges from about R250,000 up to R15 million. This can be structured as loans or equity/quasi-equity. It’s suitable for entrepreneurs launching a new venture or expanding an existing small business, including franchising and procurement finance needs.
- uMnotho Fund: Finances the acquisition, expansion or new developments of medium to large black-owned companies. It offers larger funding amounts (around R5 million to R75 million) through a mix of debt and equity. Sub-programs include Acquisition Finance, Project Finance, and Expansion Capital – catering to established firms looking to scale or make acquisitions.
- Strategic Projects Fund (SPF): This fund invests in early-stage development of big strategic projects that will eventually have substantial black ownership. It’s unique in that it provides project development capital (often R1 million – R30 million) for feasibility studies, pilot projects, etc., in sectors like infrastructure, energy, and industrial processes. The goal is to secure black participation in industrial projects from the ground floor.
- Rural and Community Development Fund (RCDF): A fund targeting businesses based in rural areas or community-owned enterprises (including cooperatives). It provides funding (approximately R1 million – R50 million) to stimulate economic activity beyond the urban centers. This often includes agro-processing, rural tourism, and community manufacturing or services.
- Women Empowerment Fund (WEF): Focused on supporting businesses that are majority owned and managed by women. It can offer a combination of loans and equity up to around R75 million, with a minimum around R250,000 for smaller deals. All sectors are considered, as long as women ownership and management are prominent.
Sector and Joint Funds:
The NEF also administers or co-funds several sector-specific and partnership funds. These include initiatives like the Tourism Transformation Fund (in partnership with Dept of Tourism) as noted, Automative Fund (for black industrialists in auto supply chains, if available), Alternative Energy Fund, Furniture Sector Fund, and geographically focused funds (e.g., the Bakubung Enterprise Development Fund for a specific community). Additionally, NEF has a Creative Industries offering such as the Arts & Culture Venture Capital Fund and a Film and TV Fund that provide loans to creatives at favorable terms. These specialized funds often have specific criteria and sometimes include grant components from partners.
Non-Financial Support:
Importantly, NEF provides business support to its investees and black entrepreneurs at large. This includes entrepreneurship training, incubation support, a pre-investment Business Plan tool online, and mentorship programs. The aim is to improve the success rate of funded businesses.
How to Engage:
Applicants to NEF funds typically go through the NEF’s online application portal or can be referred via partner organizations. The NEF conducts a thorough investment appraisal, similar to IDC, but also assesses the empowerment credentials (the level of black ownership/management and community involvement).

The NEF Spaza Shop Support Fund provides financial and non-financial support to South African-owned spaza shops and township community convenience stores to improve their facilities, access bulk purchasing, and build operational capacity in the township and rural retail sector.

The NEF and Bakubung Platinum Mine (BPM) Enterprise and Supplier Development (ESD) Fund is a R3 million funding partnership supporting black-owned businesses in the Ledig, Mahobieskraal and Phatsima villages of North West province to enter and grow within Bakubung Platinum Mine’s supply chain.

Furniture Fund
The NEF Furniture Fund is a R50-million initiative, approved by the Department of Trade, Industry and Competition (dtic), providing business loans of up to R5 million to black-owned furniture manufacturers to stimulate growth, create jobs, and reduce import reliance in South Africa’s furniture sector.
