The Rural, Township and Community Development Fund (RCDF) provides funding to aspiring rural entrepreneurs and facilitates skills transfer and operational involvement by community groups, promoting social and economic upliftment in rural and township areas.
The aim of the Rural, Township and Community Development Fund is to provide funding to aspiring rural entrepreneurs and to facilitate skills transfer and operational involvement by community groups, thereby promoting social and economic upliftment in pursuant to the NEF Mandate.
The RCDF offers three financing products: Acquisition Finance, New Venture Capital, and Expansion Capital. The fund invests using debt, equity and quasi-equity instruments and will exit from the investment in 5 to 10 years. Projects must be financially sustainable and demonstrate a clear value-add with a sustainable business case.

Eligible use of funding includes working capital, buildings, machinery, equipment, commercial vehicles, business expansion, energy resilience/solar, export growth, feasibility studies, and infrastructure.
Applications are submitted directly to the NEF. Applications are assessed for commercial viability, developmental impact, black ownership credentials, and alignment with one of the three RCDF products (Acquisition, New Venture Capital, or Expansion Capital).

BEE applicants and technical partners must both be actively involved in day-to-day operations. Joint ventures between black and non-black partners are supported to facilitate skills transfer.
