Summary

The Critical Infrastructure Programme (CIP) is a government incentive administered by the Department of Trade, Industry and Competition (the dtic). The programme aims to leverage investment by supporting infrastructure that is deemed critical to specific investment projects, thereby lowering the cost of doing business and stimulating investment growth aligned with South Africa’s NIPF and IPAP.

Infrastructure is defined as ‘critical’ when the related investment would not take place without the said infrastructure, or would not operate optimally without it. The CIP provides a cost-sharing grant upon the completion of verifiable milestones, as may be approved by the Adjudication Committee.

The standard grant offering is 10% to 30% of total qualifying infrastructural development costs, capped at R50 million, based on the applicant’s achieved score in the Economic Benefit Criteria. Enhanced grant rates apply in specific categories: agro-processing applicants and state-owned Aerospace and Defence National Strategic Testing Facilities qualify for 10%–50%; projects that alleviate water or electricity dependency on the national grid also qualify for 10%–50%; distressed municipalities and state-owned industrial parks may receive up to 100% of infrastructure costs, capped at R50 million.

All applicants must be South African registered legal entities and must demonstrate B-BBEE compliance at a minimum of level four as per the Codes of Good Practice. A grace period of 15 months from application submission is allowed to achieve B-BBEE compliance, with the B-BBEE certificate required at claim stage.

Applicants that have applied for the Shared Economic Infrastructure Facility (SEIF) are not eligible for CIP funding for the same infrastructure activities.

Who this is for?

The CIP is available to South African registered legal entities whose investment projects require critical infrastructure to proceed or operate optimally. Specifically:

  • Investment projects that qualify for any dtic investment incentive scheme and require associated infrastructure support (provided the application is not for the same infrastructure activity items already applied for under other schemes);
  • Agro-processing enterprises requiring qualifying infrastructure;
  • State-owned Aerospace and Defence National Strategic Testing Facilities;
  • Projects that alleviate water and/or electricity dependency on the national grid;
  • Distressed municipalities and state-owned industrial parks.

Foreign direct investors incorporated in South Africa are eligible where it can be proven that they do not enter into partnership arrangements in foreign countries — with provisions under the Codes of Good Practice for contributions in lieu of direct equity sales.

What support/funding you can get

The CIP offers a cost-sharing grant as follows:

  • Standard rate: 10% to 30% of total qualifying infrastructural development costs, up to a maximum of R50 million, based on the achieved score in the Economic Benefit Criteria;
  • Enhanced rate (agro-processing and state-owned Aerospace and Defence National Strategic Testing Facilities): 10% to 50% of total infrastructural development costs, up to R50 million;
  • Enhanced rate (projects alleviating water and/or electricity dependency on national grid): 10% to 50% of total infrastructural development costs, up to R50 million;
  • Distressed municipalities and state-owned industrial parks: Up to 100% of infrastructural development costs, capped at R50 million — applicants are encouraged to contribute according to their affordability.

What you can use it for?

The CIP grant may be used towards qualifying infrastructural development costs that are deemed critical to a related investment project, including but not limited to:

  • Construction or development of infrastructure that enables the investment project to proceed or operate optimally;
  • Infrastructure for water and electricity supply (including projects that reduce dependency on the national grid);
  • Industrial infrastructure for agro-processing operations;
  • Infrastructure for state-owned Aerospace and Defence National Strategic Testing Facilities;
  • Feasibility studies related to qualifying infrastructure projects (a separate feasibility study application form is available).

Note: The CIP may not be used for the same infrastructure activity items applied for under the Shared Economic Infrastructure Facility (SEIF).

Key requirements and conditions

  • Applicant must be a registered legal entity in South Africa;
  • The project must be at least a level four B-BBEE contributor per the Codes of Good Practice (with exemptions for Qualifying Small Enterprises as per the Codes); a 15-month grace period from application submission applies, with B-BBEE certificate required at claim stage;
  • Infrastructure must be deemed ‘critical’ — the investment would not proceed or would not operate optimally without it;
  • Applications must not duplicate infrastructure activities already applied for under the Shared Economic Infrastructure Facility (SEIF);
  • The grant is payable upon completion of verifiable milestones as approved by the Adjudication Committee;
  • Foreign direct investors incorporated in South Africa are eligible subject to specific provisions under the Codes of Good Practice.

How the application works

  1. Download the Critical Infrastructure Programme Application Form from the dtic website (a separate Feasibility Study Application Form is also available);
  2. Complete the application form in full;
  3. Submit the completed application to CIPApps@thedtic.gov.za;
  4. The dtic’s Adjudication Committee assesses the application against Economic Benefit Criteria and mandatory eligibility requirements;
  5. If approved, implement the infrastructure project according to approved milestones;
  6. Obtain and submit B-BBEE certificate at claim stage (15-month grace period applies from application date);
  7. Submit claims to CIPClaims@thedtic.gov.za upon completion of verified milestones.

What to prepare before you start

For application:

  • Completed Critical Infrastructure Programme Application Form;
  • Business case demonstrating that the infrastructure is critical to the related investment project;
  • Details of the related investment project and its eligibility under a dtic incentive scheme;
  • B-BBEE compliance documentation (or confirmation that compliance will be achieved within 15 months);
  • For feasibility study applications: Completed CIP Feasibility Study Application Form.

For claims:

  • B-BBEE certificate (mandatory at claim stage);
  • Evidence of milestone completion and verified infrastructure development costs;
  • Supporting invoices and documentation.
