Summary

The ECIC Black Industrialists Support Programme participates in the vision entrenched in the National Development Plan (NDP), which recognises that many black South Africans have historically been excluded from the formal economy. The programme aims to support Black Industrialists towards full-scale participation in industrialisation and inclusive growth by offering a tailored underwriting framework with reduced barriers to access.

A Black Industrialist is defined as a juristic person (including co-operatives incorporated under the Companies Act, 2008) owned by Black South Africans as defined by the B-BBEE Act, who create and own value-adding industrial capacity and provide long-term strategic and operational leadership to a business. A black industrialist may also be a natural person.

The programme’s underwriting framework includes: no assessment fees on BI applications; insurance risk cover support on an unsecured basis (at least for bonds, working capital, and advance payment guarantees); advisory assistance to BI applicants in collaboration with other DFIs and SOEs; and special support for start-up BI companies based on the strength of their business plan and executive management’s skills.

A BI export project of up to USD 20 million is covered at 100% political and commercial risk cover. Going-concern BI entities must demonstrate viability on the transaction even without prior international market exposure. Processed and consumable products may be covered provided they fall within the designated IPAP sectors, subject to the consent of the Minister of Trade and Industry.

The programme targets BI entities operating in specific strategic industrial sectors, including ocean economy, oil and gas, clean technology and energy, mineral beneficiation, aerospace, rail and automotive components, construction and infrastructure, ICT, agro-processing, clothing/textiles/leather/footwear, and pulp/paper/furniture.

Applications are processed through both the BI Financing Forum at the dti and ECIC directly. All BI applications submitted to ECIC are forwarded to the dti Financing Forum for compliance verification and BI beneficiary approval before insurance cover is offered.

Who this is for?

The BI Support Programme is available to:

  • Black Industrialists — juristic persons (companies, co-operatives) incorporated under the Companies Act (2008) and owned by Black South Africans as defined by the B-BBEE Act, who create value-adding industrial capacity.
  • Natural persons who are Black South Africans creating and owning industrial capacity for export.
  • Start-up BI companies that may lack a financial track record but have a strong business plan and experienced management team.
  • Going-concern BI entities that are seeking to enter or grow in international export markets, even without prior international exposure.

Applicants must be operating or intending to operate in one of the designated IPAP or PPPFA sectors.

What support/funding you can get

Under the BI Support Programme, ECIC provides insurance cover (not a grant or loan) on the following terms:

  • Maximum export project value covered: USD 20 million.
  • Risk cover: 100% for political risks and 100% for commercial risks.
  • Cover provided on an unsecured basis for bonds, working capital facilities, and advance payment guarantees (removing the typical collateral/security requirement).
  • No assessment fees charged on BI applications.
  • Advisory assistance provided to BI applicants where applicable, in collaboration with other DFIs and SOEs.

  • Blue/Ocean Economy, including Vessel Building and Repair
  • Oil and Gas
  • Clean Technology and Energy
  • Mineral Beneficiation
  • Aerospace, Rail and Automotive Components
  • Construction and Industrial Infrastructure
  • Information Communication Technologies (ICT)
  • Agro-Processing
  • Clothing, Textiles, Leather and Footwear
  • Pulp, Paper and Furniture
  • Other sectors designated under the Industrial Policy Action Plan (IPAP) or the Preferential Procurement Policy Framework (PPPFA) to enhance local production for job creation.

Processed and consumable products may also be covered if they fall within designated IPAP sectors, subject to the consent of the Minister of Trade and Industry. Bonds, working capital facilities, and advance payment guarantees are supported on an unsecured basis.

Key requirements and conditions

Definition of Black Industrialist: A juristic person incorporated under the Companies Act (2008) and owned by Black South Africans as defined by the B-BBEE Act, providing long-term strategic and operational leadership to a value-adding industrial business. A natural person may also qualify.

Underwriting framework conditions:

  • No assessment fees charged on BI applications.
  • Insurance risk cover support provided on an unsecured basis for bonds, working capital, and advance payment guarantees.
  • Start-up BI companies are assessed on the basis of their business plan and executive management’s skills and experience in the relevant sector.
  • Going-concern BI entities must demonstrate viability of the transaction even without prior international market exposure.
  • Export project value must not exceed USD 20 million (covered at 100% political and commercial risk).
  • Processed and consumable products may be covered only in designated IPAP sectors and with consent of the Minister of Trade and Industry.

Commercial risk events:

SA content requirement: The applicant must comply with the ECIC’s standard SA content requirement.

Policy of Insurance: The terms and conditions of the insurance policy depend on the ECIC insurance product requested (i.e. bond insurance, export credit insurance, or working capital).

How the application works

The BI Support Programme has a dual-entry application process:

  1. Applicants may approach either the BI Financing Forum at the dti or ECIC directly to initiate the project or transaction assessment.
  2. All applications submitted to ECIC as the point of entry are registered and forwarded to the dti Financing Forum, which is mandated to check compliance and approve the BI beneficiaries.
  3. Once the dti confirms BI beneficiary status, ECIC conducts its insurance application and due diligence review through an internal risk evaluation process.
  4. The outcome of the assessment is communicated to the applicant within the prescribed duration from receipt of the application.
  5. Successful applicants are offered insurance cover. Post-cover monitoring and/or mentorship support may be provided where applicable.

Before applying for the BI Support Programme, prepare the following:

  • Proof of B-BBEE ownership status and compliance with the B-BBEE Act’s definition of Black South African ownership.
  • Company registration documents (Companies Act, 2008) or proof of status as a natural person black industrialist.
  • Business plan (particularly important for start-up BI companies): include executive team CVs, sector experience, and export strategy.
  • For going-concern entities: financial statements or management accounts demonstrating viability of the specific transaction.
  • Details of the export contract or project: value, foreign buyer, destination country, goods or services, and proposed credit terms.
  • Details of any bonds, advance payment guarantees, or working capital facilities required.
  • Evidence that the business operates in one of the designated IPAP or PPPFA sectors.
