Summary

The Black Industrialists Scheme (BIS) is a deliberate and targeted incentive programme of the dtic’s Black Industrialists Policy, designed to unlock the economic potential of black industrialists operating in South Africa. The scheme provides both financial and non-financial interventions to support black-owned manufacturing enterprises in entering and scaling within strategic manufacturing sectors and value chains.

A black industrialist, as defined by the scheme, is a juristic person (including co-operatives incorporated under the Companies Act, 2008) that is owned, managed and controlled by black people as defined by the B-BBEE Act, creates and owns value-adding industrial capacity, and provides long-term strategic and operational leadership to a business. A natural person may also qualify.

The BIS offers a cost-sharing grant ranging from 30% to 50% of qualifying costs, to a maximum of R50 million. The quantum of the grant depends on the level of black ownership and management control, the economic benefit of the project, and the total project value. Support covers capital investment costs, feasibility studies towards a bankable business plan (up to R3 million), post-investment support (up to R500 000), and business development services (up to R2 million).

The programme targets key manufacturing and productive sectors including blue/ocean economy, oil and gas, clean technology and energy, mineral beneficiation, aerospace/rail/automotive components, industrial infrastructure, ICT, agro-processing, clothing/textiles/leather/footwear, pulp/paper/furniture, chemicals/pharmaceuticals/plastics, nuclear, manufacturing-related logistics, and sectors designated for localisation.

All applicants must comply with mandatory requirements in paragraph 4 of the BIS guidelines and adhere to applicable legislative requirements governing their sector. The scheme has regional contact offices and enquiry email addresses for different provinces.

Who this is for?

The BIS is targeted at black industrialists defined as entities that:

  • Are juristic persons (including co-operatives under the Companies Act, 2008) owned, managed, and controlled by black people as defined by the B-BBEE Act — or natural persons who qualify;
  • Hold high levels of black ownership (greater than 51%); dominant black ownership and management control may be considered for strategic projects;
  • Exercise operational and management control over the business;
  • Take personal risk in the business;
  • Operate in the manufacturing sector, particularly within IPAP and Re-imagined Industrial Strategy focus areas;
  • Make a long-term commitment to the business as medium- to long-term investors.

Black people is defined as Africans, Coloureds and Indians who are citizens of the Republic of South Africa by birth, descent, or naturalisation (before or after 27 April 1994 where they would have qualified prior to that date).

What support/funding you can get

The BIS offers a cost-sharing grant of 30% to 50% of qualifying costs, to a maximum of R50 million. The grant quantum is determined by:

  • Level of black ownership and management control;
  • Economic benefit of the project;
  • Total project value.

Support is available for:

  • Capital investment costs;
  • Feasibility studies towards a bankable business plan — limited to R3 million;
  • Post-investment support — limited to R500 000;
  • Business development services — limited to R2 million.

What you can use it for?

The BIS grant may be applied on a cost-sharing basis towards:

  • Capital investment costs — machinery, equipment, buildings, and other qualifying productive assets in manufacturing;
  • Feasibility studies towards a bankable business plan (capped at R3 million);
  • Post-investment support — costs incurred after the investment to ensure the business is sustainable (capped at R500 000);
  • Business development services — support to grow business capacity and competitiveness (capped at R2 million).

Key requirements and conditions

  • The applicant must be owned, managed, and controlled by black people as defined by the B-BBEE Act, with ownership levels above 51%;
  • The entity must operate in the manufacturing sector, with a focus on IPAP and Re-imagined Industrial Strategy sectors;
  • All applicants must comply with mandatory requirements in paragraph 4 of the BIS guidelines;
  • Applicants must adhere to legislative requirements governing their sector;
  • Dominant black ownership and management control may be considered for strategic projects that include other shareholders to attract skills, finance, and scale;
  • A long-term commitment to the business is required — the black industrialist must be a medium- to long-term investor.

How the application works

  1. Review the Important Notice before applying and the BIS Application Checklist;
  2. Download the Black Industrialist Application Form and Annexures from the dtic website;
  3. Complete the application form and all required annexures in full;
  4. Submit the completed application to biapplications@thedtic.gov.za;
  5. For general enquiries, contact the appropriate regional office by province or email bienquiries@thedtic.gov.za;
  6. The dtic will assess the application against B-BBEE compliance, sector alignment, economic benefit, and project viability;
  7. If approved, implement the investment according to approved milestones;
  8. Submit claims to biclaims@thedtic.gov.za using the BIS Claim Form and required supporting documentation.

  • You do not exercise direct management and operational control over the business;
  • You cannot demonstrate a long-term commitment to the investment.
